This is a common issue. "HUD drop" as it is known, is usually caused when one of the pins that holds the unit in place breaks. It is possible to replace the broken pin with a screw. This is a big job that will require taking apart the dash in order to get to the unit. Once repaired, it should work normally again. Good luck!

Most likely needs a full rebuilt. Unfortunately. It’s expensive.

I used these instructions to fix my HUD unit. Same issue as OP. What makes it such a big job is that you have to remove the entire dash to get to the HUD. Then when you get the HUD out, and fix the hinge pin, you have to get it back together 'just-so' so that the HUD will pivot up and down properly.

While you're in there, you'll have easy access to the 4-way flasher and the ignition switch, both of which come under criticism in the C5 community for breaking and being hard to get to. WARNING! I replaced my working ignition switch with a new replacement made in China. The "New" switch broke three years later! I wish I had left the old switch in there. Also, while you're at it, you can replace a lot of tiny incandescent light bulbs in the instrument panel with LEDs, which I did. That worked out well.

Good Luck!
Here's a picture of my Dashboard during the HUD project. Not pretty!!

The fix link (DIY Fix for the dreaded Falling HUD Display - CorvetteForum - Chevrolet Corvette Forum Discussion) opines that maybe the cause of the pin failure is the vibration from lowering the car. Although I do not use my HUD except to show persons, my SWAG is that the sunlight/heat through the windshield breaks down the cheap plastic pins causing them to fail. When I ordered a dash pad (my C5 sets outside 24/7), I ordered one without the cut for the HUD. Just a thought for those that have HUD's.
