Front right signal doesn’t flash

Hello! I have a 1998. The front right signal does not flash… unless either the parking light function is on, or headlights are on. I recently installed a hyper flash harness, along with LED DRL/signal bulbs and experience the same thing. Thoughts on where the problem may lie?
