I have a 2000 C5. Yesterday I turned started the car and all the lights started flashing real fast. I sure it has something to do with the security or anti theft on the car. Has anyone had this problem and how did they fix it.
I'd first check the Battery to make sure it's fully charged up. Then I would pull any trouble codes to see what the ECM has to say. Then I'd have a local autozone check the alternator, between those I'm sure some more talented techs here would be helpful for you.
As for tight battery terminals, make sure you actually are tightening the cables to the battery Because on some known occasions, the cable bolt bottoms out just as it's starting to clamp the cable to the battery. A quick way to check this is after tightening, grab the cable and try twisting it around the bolt. If the cable moves at all, the bolt needs shortening.

If the Universal Theft Deterrent system is active it should also sound the horn and also disable fuel delivery and cranking.
