Mirror adjustment gears are broken.
Button has failed.
Broken wiring harness.
Missing driver's door.

Could be the passenger mirror, or could be the switch on the driver's side door which selects which mirror you want to adjust, no easy answer, you will probably have to pull door panels to examine the wiring.
