Titanium is not easily welded... certain conditions must be in place. To find somebody that welds titanium will be much more difficult than somebody who, say, welds aluminum... and does a good job.
You can find all sorts of info on a google search for welding TI. It appears that a lot of bike frames are TI. So maybe a bike shop can be a lead. Here's a link to a frame manuf. article I found. http://www.sevencycles.com/technology/techwelding.html
However, finding one with his experience may not be so easy.

The trick....to my understanding is to creat a shield from oxygen. This can be done with a tent. As our other co-member stated an internet search on welding Ti will be of great benefit. Additionally, filling the exhaust with Argon gas before welding is another trick of the trade.
kenny's got it right. it needs to be shieled and have a back flow of argon, the only way that i know of is tig welding it, i've done some titanium welding when i went to weld school and it was the hardest type of metal that ive every tried just for the fact that everything the had to be in perfect conditions. other wise the weld isnt going to happen, the only other metal that was almost as dificullt was magniesium. im sure youll be able to fing someone with a little searching
If you are talking about the mid pipe (the part with the cats and h-pipe) it is not titanium.
If you are talking about the over the axle pipes and mufflers they are titanium
