Have had this problem since I bought the car around March. I read about a couple of people that found bad solder joints in the headlight control module, I finally got around to pulling it out today,
All the solder joints look good, but there was a fair amount of corrosion on one pin in one plug. I cleaned it up and cycled through it a half a dozen times and it worked fine. I hope that this was the only problem with it, time will tell. But while I was working on this I noticed a lot of play in the headlight motor as I manually raise the headlight. Closer inspection revealed that the housing is broken. Not sure how it will still working, but 40 bucks and eBay will have a new one here next week.
It's not really broken per se. It's separated. Some years the cover is glued on and some it is bolted on. When you replace the gear on the glued ones they have to be glued back together.
The original motor would rotate inside it's own housing making the screw not engage with the gear teeth and therefore not raise the lights.
I always recommend getting a cheap brand new motor which will have smooth operation and last you another decade+ instead of changing out the gear inside the original motor and having that motor wobble itself out.
