If I want to reprogram when my radiator fans come on and go off, is that something a local mechanic can do with something like a Tech II? If so, what would be an average price?
There are very few changes you can make. You can remove the F45 option on Corvette, program pass key2 keys faster on those cars(10 minutes vs 30) and reprogram/update modules using tis2000. For F and Y bodies you could request programming change for rear gear changes to correct the speedometer. That's about it.

226 degrees F - Low fan starts
235 degrees F - Hi fan starts
Exception - 185 degrees F Low fan starts w/AC on under 35mph

this is close to correct, Mine come on at low 198, high 210
