The udders are rubber (and like cows!) under the wiper motor area. They are stupid design slit to allow water to pass but tree junk gets in there and they get plugged easy so your motor floods then you are screwed with funky wiper issues. You can cut the bottoms off or just remove them (like I did). Some say they prevent mice going up but I was sick of flooded motors after about 3X🤷🏻♂️
Most likely motor got wet. Udders probably filled with crap.
If you are in a warm state you may get lucky letting car sit in hot sun. If works then clean udders or pull out and consider yourself lucky.
If not, you need to to pull the motor out, clean or just remove the udders like I did, and replace with new motor from auto parts store or other.
Pull the wiper fuse for now so you can drive it.
I live in Florida so that honestly might do the trick. I will definitely pull the motors out if I don't see any improvement in the condition. Pulled the fuse so they don't drive me crazy anymore. I don't drive in the rain anyway since I'm not sure on the condition of the traction control (light is on)

Either way, water will enter the cowl and IF those Udders are clogged, the well that the motor lives in will turn into a swimming pool and water will get into the control module.
, It will damage or destroy your wiper drive motor/control board if left wet too long. . If you get to it early enough, you will most likely be able to save it.
A good flush with WD-40 or some other moisture displacement is a good start. You really need to remove the wiper motor assy and open the control module and properly clean it with a toothbrush and IPA.
Clean those udders!

The rain comment was in regards to pulling my wiper fuse, since I try to avoid driving in the rain having non active wipers dosent bother me too much, I understand water will enter the cowl regardless. I will pull the motor and clean it as soon as possible. Thanks for the advice!
LOL! Yep, Thats one solution. GM installed them to help keep engine fumes/heat out of the cowl area. The COWL area is where your HVAC fan gets its fresh air from when in fresh air mode. If the COWL Hood Gasket or the udders are damaged, you can/may get engine compartment fumes/heat into the cabin.
There is another single very long Utter Tube for the COWL DRAIN on the passengers side behind the battery. Just pop it out from the cowl and FLUSH it clean with a garden hose. DO NOT pull it completely out. Its a BITCH to get it back in!

I will definitely look into it! Thank You! Since I live in Florida I'm considering cutting the bottoms off of my driver side udders to help with water flow.
I wouldn't destroy them. Just do a preventative check when ever you open the hood. I have fat hands and I can get my hand in that space to check them for being full/contain debris.
I ripped mine out years ago and never smelled ANY engine fumes - no need for them in my mind. They caused me way way too many headache issues of motor replacements even when clean..,🤷🏻♂️
