I took out the fuses to the ABS and just as I suspected the brakes still locked up, after I had opened the vent fittings to remove pressure. I took out the ABS controller and removed the electrical module and put it on another ABS electro/ mechanical device. (The aluminum housing that the brake lines go into).
Wala! The problem went away. I will try and disassemble the valve mechanism when I figure out how to take it apart without destruction.
PS I had another electronic module, but those are coded to your car, so I kept my original to prevent having to recode.

glad it worked out for you, man I've done a lot of work on my C5 but this ABS and Brake pump situation was the worst.
