For a scanner you would one that will have the generic SAE parameters as well as the GM specific parameters. Many of the less expensive scanners do not have the latter.

It does give O2 sensor info. You would need a wideband O2 sensor for AFR. If you really want to get into that, you could get HPTuners and wire one in. Depends on your budget.

I recently bought an Xtool A30M and I'm pretty happy with it. It's a dongle only piece with an app that runs on any iOS or Android device, but it's capable of bi-directional control and some special functions. It's good for 3 years of free updates, after which I guess it becomes a subscription or buy the newer model. :-\
I've been using it on my 2006 Envoy which is half canbus and half class 2 vpw. The tool is capable of very extensive diagnostics - I've been using it to log the transmission control module as well as diagnosing stabilitrac issues. It has detailed trouble code info, so you don't have to go search for what the DTCs mean.
I haven't had a chance to test it out on the C5 much, but it appears to be able to control ABS for bleeding. The only downfall I see with it is that I'm not sure it will be able to do things like code a BCM if I ever have to replace one.
