Any bolt that is not TTY can be reused, I have reused the oil pan bolt, water pump bolts, front cover bolts and suspension bolts... Read the FSM it has all the info you need
and on track cars multiple times.
For the OP the leak maybe from higher in the motor.. Bolts or the threads in the block may also be a problem. Just because it isn't TTY doesn't mean a bolt can't be stretched or threads damaged.
This guy is posting crap info... everything I learned about C5s 20 years ago I learned from ls1howto dot com. It has a fantastic tutorial with pics and torque specs for working on these cars, but I don't think he ever takes the oil pan off. I've assembled multiple LS1s and use the FSMs. I never reuse any TTY bolts, but this guy doesn't know what he's talking about.
