a few days ago I was casually driving, I got to a stop light and when I went into neutral my car dropped to very low RPMs but they came back up. About 5 minutes later of cruising, 35-45 MPH, my car shut off. Battery still on, good reading on volts. After trying to start my car a few times, it starts and shuts off almost instantly. Only runs for 2-3 seconds. The only thing I’ve done is checked/cleaned all the grounds. Any info would help, thank you!
How do you know it’s “hopefully” a fuel pump without checking the electrical part of the pump…don’t guess…test !!
I have an extra and since it’s a 2000, the process to swap it won’t be hard. Needs replacing anyways. Question, how do I test the relay and the fuel regulator.

Check the power at the fuel pump pigtail first. If you have power there, then the relay should be good.
A bad FPR would usually result in either too high or low pressure, but not zero psi.

The regulator if you are speaking of the fuel pressure regulator is part of the fuel filter...video below !!...if you need help with the testing let us know...all that is needed is a 12 volt incandescent test light.

update: after install of a new fuel pump, I confirmed that fuel was now getting to the rails and maintaining pressure. It’s dropped about 3-5 (LBS?) in a 2 hours so from what I read that is good. But to follow with more issues…
Once it started I let it sit for a few hours to eat then came back to it and as soon as I tried to start it, all lights came on, then I hit the ignition… No lights, no security, nothing. So I jacked my car up and tested the starter. It was receiving power from the main line so I went to buy one and walaaa she runs. Or so I thought. Now I have a low voltage sign and my windows would hardly go back up from being down all day. Since I have a battery warranty I will be replacing it soon and will come to update again. Thanks to everyone that has commented and helped me with this. I’m new to the LS/American platforms!
