A "short in the wiring" implies that 12volts is finding ground, which should precipitate a fuse blowing? Have you experienced this?
Are you saying that you have to turn the MFS on and off multiple times to get both low beams to illuminate? How do the lights operate with the twilight sentinel turn on?
Will you being doing the repairs if necessary....if even a bulb change?
If these are vette light leds, they should have come with resistor harnesses. It's possible the one for the low beam is on it's way out. Another thing to check is to make sure the bulb hasn't worked itself loose from the socket. I caught hell installing my drivers side low beam trying to get it to turn to the lock position. Try swapping resistors from right to left and see if thay fixes it.
