Default Slightly different headlights-won't-raise issue?

Having some issues with my headlights popping up recently. First thing I tried was flipping the rubber bumpers. This hasn't helped.
  • The lamps ALWAYS turn on.
  • Most of the time when I turn my lights on, the doors don't pop up. No motor sound at all. I watch the manual *****, and they don't flinch. But when I turn the lights off, the manual ***** spin back and forth a turn or so - the lights are "trying to close".
  • If I partially raise the lights manually with the **** (to give them a head start), same thing when I turn the switch on: no attempt to move. When I turn them off, they go down.
  • If I quickly flick my lights on-off-on, the lights pop up. After a few successful operations like this, they'll work as normal for a while with just a single flick on.
  • The motors are making some slight sssss noises intermittently as they open or close. Both headlights have a "dead spot" on the way up, whether manual or using the motor. I think the gears are wearing out.
Any theories on the strange motor behavior? I understand the motor controller works by detecting current to see when the motors are stalling. I don't think it's an "I think I've hit the end" issue because the ***** don't even twitch when they should be going up. And the on-off-on thing....

I'm thinking something wrong in the motor controller?
