Come on man, this is straight up owner's manual question. No....on a cold engine, the coolant should be at the full cold mark.

The reservoir mark "full cold" is where the coolant level should be when the coolant level is "full" and the engine is "cold".

thank you, but why have i read so many contradicting things and disagreements on this topic..

also more importantly, why does it show super low/empty on a cold morning, but after a decent drive, it goes up to the FULL line?
with the above statement, if i were to top it off right now this moment on a cold morning while its super low, i'd be doubling it and risking overfilling it to ridiculous levels....am i not?

I'll let someone else explain how a vehicle cooling system works. I wish you luck partner.

I will paraphrase what is in the owners manual.
1. Do not remove the cap when the engine is hot. You could be burned and seriously injured.
2. When the engine is cold, remove the cap and fill until the coolant level is at the Full Cold mark. Use a 50/50 mix of Dexcool coolant.
3. Replace the cap.

I suggest you review the owners manual for the exact instructions.
