Bizarre - with the E-brake on the front parking lights alternately flash on and off. Not at the same time mind you - but appears to be a random pattern. These are LED units. With E-brake off they are on steady. This is with headlights off....

Not long ago the entire right corner was disassembled in order to replace the inner fender liner. Along the way a ballast for the HID on that side also died (they swapped bulbs and both are good). Its just more of a curiosity than anything else and was curious if anyone else has run into this....
To my knowledge, the e-brake only has one connector, and provides a ground to the IPC to illuminate the brake light when the engaged. Unless someone has got creative with the wiring, or tapped into the circuit, I have no idea.
As previously discussed, did you inspect the wiring going to the e-brake connector ? You could also disconnect the connector, and pull the e-brake to see if that changes anything.
Probably junk LEDs. I had a cheaper set of led brake light bulbs in the past cause my instrument cluster and such to flash whenever I hit the brake. Put a better set of bulbs in and it stopped. Mind you the entire time I did have a hyper flash harness installed.
So I think I figured it out. In this post I noted that one of the side market lamps was out. I replaced all the front markers and now the flashing has stopped.
