Low impact rear end collision, the rear bumper itself thankfully isn’t cracked, however 2 of the clips were cracked and one had broken off… see the pics for more detail.
I’m hoping to simply modify some metal washers and epoxy them to the clips to reinforce/replace the affected areas…. Anyone done something like this before? Looking at 3M 4200/5200 sealant or JB Weld…. Essentially an adhesive that can withstand the high temp coming off the exhaust with some water resistance as well. I’ve repaired similar issue using nylon washers, fiberglass cloth and expect resins. You can make that joint really strong and thin that way.
The last GM repair I did was the console tabs on a 96 Camaro SS and the lower front fender tabs that get smashed and make all 3rd gen F body fenders pooch out.

I second this, while I have no experience with the rear bumper directly, fiberglass and polyester resin is cheap and easy to work with and pretty strong.
Here are some photos of how I repaired the F body fender. For your repair I would use a nylon washer with the right size hole to reinforce it and do a small layering of glass on both sides. In these photos I have it sandwiched with wax paper to keep the sticks from sticking, for this repair I didn’t do a ton of trimming, sanding, etc because it is hidden. I also used very light cloth. You are going to want 1/2 oz cloth or so for this kind of repair. You don’t want to go real thick because you want to reuse the hardware to reinstall it.

After these photos, I cleaned it up, cut out the holes, hit it with red spray paint, and bolted the fender in place. I have a few more photos. If I find them I will post them. I also repaired busted bolt mounts on the console using the same method.
Since you problem is structural and will not be seen, it is ideal to learn on.
