I pulled off the lower rear wheel liner on the driver’s side. The next day I came out to find this boot lying below the opening. What is it? Is it from the steering shaft perhaps?
Don't know what that is but when I pulled off those same panels on both sides of my 2000 C5, I found a golf ball size rock and two ratchet sockets. I think when working in the engine bay, things can fall down into those areas never to be seen again until those panels are removed. Things can also fall into the side vents. Doesn't necessarily mean you have a problem. Maybe just a part someone lost a long time ago. BTW: Those loose sockets in mine tuned out to be the source of a rattle that was driving me nuts trying to find.
Is it the top of the shock tower? I know they are only accessible from below on the Vette.
AI thinks it's the dust cover for your harmonic balancer. It is advising that you check to make sure that it degraded and came loose and that the balancer isn't 'walking' out.

AI......WITHOUT the I! I've never seen a harmonic balancer dust cover. At least on a C5.....
Yeah, it's hit and miss. Sometimes it will tell me exactly what sockets I need to bring under... other times it thinks stuff is on the wrong side of the car or something... Testing it's ability to work with images :P
