OK, I know modifying can get expensive but on "most" cars there are a number of ways that the factory tends to choke power. I know on turbo charged cars, there are many changes you can make, using hand tools and time, and come out with more power. Are there any on stock C5's? How about under $100? :steering:
Remove the MAF Screen! Takes about 15 minutes, cost $0
Make your own CAGS eliminator, takes about 30 min., cost 50 cents.
Lower it yourself, takes about an hour, cost $0
You could cut some large holes in the fog light opening black-outs to let some cold air in. You will also let in some road grime unless you add some screens but then taht would not be free.
A K&N air filter is only ~$50. Combined with a modified stock airbox lid and removed MAF screen, this setup will gain you nearly as much, if not just as much power as the $200+ commercial products.
