l have this Charger / Maintainer. For over 2 years l don't know that time if my car have some voltage on the frame . From this charger .. l just notice today while I am under the car I hit the muffler with my elbow then I feel some low voltage while charging the battery .. l don't know if this normal or bad to the car or even safe Any idea ?
Put your multi meter leads one on ground and one on the muffler. How much voltage are you seeing?
The second picture it's showing the test with open circuit and charging normal 12.83
The first picture it's showing the test with circuit off ( switch negative off from the car ) while the car on charging 0.24
Customer service noco genius 2 they say the small static are normal because the noco don't gave high voltage ..but lam start to worry about how danger it will be or even it could be damage the car !!
You said you felt voltage when your elbow(?) bumped the muffler didn't you?
What does that have to do with the voltage at your battery?
When the charger turn on. I get small static when l hate the muffler with my elbow. Yes but don't forget the muffler are hook up to the frame which is ground ... l don't test the battery . Maybe you don't notice that on the picture ..the negative side from multimeter are a touch to the frame not the battery once with open circuit once when circuit are close by the switch ..by the way lam not good with this kind of test ...
If you got a shock from your muffler, test the muffler to ground and see if there is voltage where there should be none. If there isn't, then your muffler is of no concern. If there is, then you can start tracking down the source.

Okay so l test the muffler to ground when the charger noco genius 2 are ON its gave me 0.72. ..but when l turn if off it will gave me 0.04 so l think the problem comes from the charger .. l don't know if that voltage it will do something to the car or no..
By the way This charger doesn't have ground.

Let's see if it is a problem with the car wiring or a charger issue.
With the car running and the charger not hooked up test the muffler to ground.
If it's about 0.04 then it's the charger (or the way you have the charger connected). If it's around 0.72 then it's your vehicle wiring.

So it's look like the charger case this voltage .so my question is are this voltage it could be harm the PCM or whatever wiring car .or just that normal ?

Without car on it was only 0.74 or so with charger hooked up. Now with car on and charger hooked up it's 1.24.
I would guess you have a bad battery in your multi meter or your testing methodology is flawed.
At any rate, 1 stray volt is unlikely to cause damage to anything. I'd keep driving it while you track down the problem.
Is there a voltage drop from the battery ground to the chassis ground with the battery charger connected? Measure this for all the chassis ground points. We want to rule out a ground loop with this test.
Also please clarify how did you connect the battery charger.
