P0327 question?

P0327 question?
Recently pulled engine and replaced every seal. Replaced HB and ac compressor. Installed new transmisson. Changed 02 sensors, spark plugs, and knock sensors as well.
Had check engine light come on about a month ago. Looked up codes and saw p0327. I know what this code means. Cleared the code and daily drove for a few weeks to see if it came back up and the check engine light never returned, but looking through the OBD i see the p0327 code still has a C next to it. What does this mean if it still has a C but no CEL??

If the C code in the DTC clears after a single ignition cycle of the issue not occurring and the C code is still active for a while. Why wouldn't this trigger the MIL if it has been more than 2 ignition cycles ?
