If it's permanently stuck in that position I'd take it apart and see if it goes back to zero if you manually move it from where it's stuck.
If it sweeps normally when you turn the key on and just stays all the way to the right I'd say you'll have to replace the whole cluster. I don't think any of the individual parts are available but you might check with one of the corvette salvage yards like C&S.

If this happen to me and without removing the cluster, I would first take a small rubber mallet and tap the cluster from underneath to see if it will move the needle back to normal.
You can get a fresh cluster from a salvage yard. The DIC and odometer are part of a secondary box which is attached to the rear of the cluster face. So you can swap the replacement faceplate portion with the gauges in and put your existing DIC / odometer box into that assembly and you should be good to go and will retain the same odometer reading.
Clusters usually run $150 to $200. Only more if they have the Z06 faceplate.
I am told C6 gauge clusters can swap into a C5.... though I do not believe the DICs would function the same and I have no idea if there would be any commonality with a C5 HUD or not.
I had the cluster taken out and what happened was the needle at start up went past the black stop pin and got wedged between that pin and the clear plexiglass.
