Emissions Not Ready - Tried Driving Cycle Procedure
2004 C5Z needs emissions testing but the vehicle is reporting not ready for CAT and EVAP.
The battery was replaced a few hundred miles ago and it does have an active DIC "99-HVAC B0361 H C" with symptoms pointing to air door actuator needing to be replaced.
Edit: I also removed an after-market Vararam intake and installed an OEM, after-which I got a bunch of error codes. I pulled fuses 16 and 23 to reset the PCM and cleared codes (HVAC code above still active).
I followed the drive cycle procedure several times and drove a hundred miles without success. Is there something that can done to make it emissions ready?
Does it say “heated” CAT which you don’t have ??…you are normally allowed 1 monitor not to be set which is EVAP because it’s the hardest to run and complete…with a factory level scan tool you can do a “Service Bay Test” which takes a few minutes..biggest thing with EVAP is the tank must be between 1/4 to 3/4 full and no accessories on for both…you must follow the drive cycle exactly !!…you should use the service info for your model year…this is for a 2004.
The Not Ready status is for CAT, not "heated CAT." Fuel levels were between 1/4-3/4 tank during the procedures. However, the instructions I posted state to turn ON AC and Rear Defroster (Step 2) after Cold Start while yours explicitly state NOT to. There are other differences between the two, will try the method you posted and report back.
One thing I noticed, the ODB2 scan tool shows two Calibration Identifications (CIDs) and Calibration Verification Numbers (CVN) for my Z06. The scanner's output looks like the below. Is this normal or does it indicate a tune?
I'm anonymizing the output numbers with '#' and letters with 'X'
The info I posted was from factory service information…I don’t know where you got your info from….your car being tuned or not does not affect your I/M monitors being run.
No luck following the procedure posted by @C5 Diag . Tried multiple times over several days. My ODB2 scanner still shows CAT and EVAP not ready.
What are my options? Is there no way to force systems to be emissions ready? My ability to get plates and register the vehicle are dependent on it passing.

If your scanner allows it you can look at the mode 6 data. Instead of just a "pass" or "fail" indicator, Mode 6 shows the actual test values and thresholds, giving a insight into why the test is failing. There you can see what threshold is being violated and that will hopefully tell you where to look. Some of it depends on how your scanner interprets the data and formats it for you. I have used it to troubleshoot intermittent check engine cat issues and on my mdx and you can see when the threshold is exceeded for rear O2 sensor the check engine light comes on. For you, you might see some values that are not in spec and are not allowing the test to run complete.
For the cat, warm it up fully then accelerate to 55 for 10 minutes (steady as poss)
decel to a stop (w/o brakes) then stay stopped for 2 min w/ brake on.
If you get screwed up w/ traffic you have to start over.
The decel needs to be a clean cut (all the way off gas)
If you have trouble, try pre-conditioning the cat. While warming up hold @ 2,000 rpm for 2 min)
btw: Mode6 data will only help if a monitor runs & fails.

There is a bi-directional scanner on ebay for $94 right now.
Take it to a shop and let them do a “Service Bay Test” to complete the monitor for the EVAP…no need to drive the car and just takes a few minutes.
The evap was the hardest one for me to clear after following the factory manual procedure. I gave up and used my TECH2 clone to perform service bay test. Two minutes layer all monitors passed!!

I've bought this same scanner but what additional information should I see compared to a non-bidirectional scanner? It shows the same EVAP and CAT not ready states as my other scanner.
Are you looking for a "Service Bay Test" ??...your $90.00 scan tool will probably not have it....just pay a shop 1 hour of labor and let them do the test...takes a few minutes.
Find a diagnostic shop in your area…dealers are idiots !!…if you do want to take the car there then tell them to do the Service Bay Test….don’t think we can help you anymore with the information you provided to us.
