Default DIC totally blank

Hi Guys
I have a 2002 c5 and the DIC is blank. It does not show anything no odometer or anything else. It was like this when I bought it.
The HUD also was not working until I disconnected the battery. After that it shows up but gives no info. MPH is zero at any speed rpm are zero also.
I checked fuses 19 and 25. They are good. I get around 14 volts at fuse 19.
also when i turn the turn signal stalk one click the odometer does not come up

Any suggestions?

Are the lights working in the instrument panel? Maybe the **** got rotated to full dim.

Light are working. I check and it was not dimmed out.
More info:
The control that works the hud up and down works but the others do not.
Not all of the left side controls light up. First two do not.
Oddly the light on the rear view mirror will not turn off.

If any of this rings a bell let me know. All theories welcome

Let's start with what is working in the IPC. At key to ON, do indicators test? Gauges sweep? Chime?

Indicator lights come on gages sweep. RPM and speedometer work normally when driving.
I don't remember any chime but I will check when I get home.

The control that moves the HUD up and down works. The other controls do not

Then it's safe to assume you are getting 12volts to the IPC, and the ground at G104 is good.

Another piece of the puzzle:
Took the corvette out this evening and teh HUD worked for a little while. I could even go through the display of temp fuel etc,... but when I did this it began to flicker a bit and finally teh speed and rpm when to zero.
The HUD was still there and bright but no data was coming through.

any ideas?

Sounds like the IPC is on its way out.
