My friend has a stuck headlight where the plastic gear is probably broke but I can't see a way to lift the headlight. I have tried turning the motor but it doesn't lift. I've looked on YT and don't see a video that applies. Any ideas would be appreciated.

Yea, gently pry the light up while manually turning the motor (make sure to turn it the correct way, consult the other headlight for this).
At some point the gear will likely catch crank up a bit then slip, keep lifting and turning until up.
Unsolicited Advice:
Don't go for the "upgraded" brass gear thinking "I'll never need to do this again!"
The plastic is the wekpoint in the system for a reason, if something jams it will shred / break itself, an easy and cheap fix.
If you go brass and for some reason the mechanism binds up, the motor will likely be toast at the minimum. A much costlier part to replace.
The plastic lasted 20+ years anyway, no big deal to do it again in another decade.
