The PCV valve relieves crank case pressure and is basically a check valve that allows the pressure from the crank case to vent to the intake manifold and not the other way :cheers:
Almost all motors have some blowby. This is basically gasses(along with other stuff) that gets past the rings and into the crankcase during the combustion process. This creates positive pressure and harmful gasses in crankcase, so it needs to be vented out. Instead of just venting this really bad fuel like stuff into the atmosphere, the PCV system is used to vent it back into the intake so it can be more efficiently consumed in the next combustion process. The PCV system is also suppose to create a vacuum in the crankcase that helps the rings seal (reducing blowby).
The valve itself is there to only allow gasses in and not out (a one way check valve). You could remove it, but you would need to cap the nub on the intake. You would also end up with a nasty smell in the engine bay, more pollution in the air we breathe, and possibly more blowby in your motor.
