Lowering Question

You should perform a search on the lowering question. There are simply many many posts investigating/commenting on this procedure.
To answer you question here though I will say you can cut the bushing in the front and install longer bolts in the rear and you can lower the car an amazing amount.
I chose to lower the front down to the bushings and the rear to leave two threads showing at the end of the bolts.
This has been fine for me.
All you need to perform this process are some open/closed end wrenches and/or ratchet and sockets.
Be aware that with the C5s 17 inch front versus 18 inch rear wheels the car assumes a natural stance where the rear is slightly higher than the front.
It has been my experience that when you alter this stance too much it adversly affects the ride.

Joshua, Before you get to carried away with cutting and longer bolts do the max with what you've got. I'm at 27" front 27 1/4" rear and I find that plenty low for an everyday driver. :seeya
With 265/35/18 front and 295/35/18 rear tires I cut 2/3 off front bushings and installed longer rear bolts on my 2000 Coupe, F45 suspension. fiddled with adjustments until satisfied with 26" front & 27" rear fender opening to ground. Gave look I wanted with little deteriation in ride quality. With factory hardware(no cutting) was able to get only 26-1/2 front and 27-3/4 rear.
