Whining at 35-40 MPH

Whining at 35-40 MPH
I have a 99 convertible with 29,000 miles. Over the last year or so I have noticed a whine at 35-40 .....then again very pronounced at 65-70 MPH.
Could it be the tires ? The front tires are very feathered. Anyone have similar experiences with whines ? Was it bearings ? tires? Thanks Joe R.

The only whine I have is the wife saying "you're driving too fast. Don't you dare race him!!" :lol:
