Fresh Air Vent

I have an 00 vert, got it about 4 months ago and have noticed that I don't get any fresh air thru the vents when the AC is off. I know about the outside temp sensor problem and just picked up a new one but haven't installed it yet. It always reads at least 20 degrees cooler than the actual temp. Would this affect the outside air being allowed in thru the system? This is my first Vette since 72 and needless to say, a lot has changed.

Not 100% sure but I believe the "trap doors" that let outside air in get closed when the system is off

If I just turn on the fan, not the AC, it still doesn't feel like any fresh air is coming in.
