The difference is more apparent (at least for me) when on a longer drive than a daily commute.
A couple of weeks ago I drove to KC (from Dallas). On the highway, I changed to the 'tour' position and was rewarded with a much improved, 'softer' ride.

If my mom or dad are with me, I usually set it to tour. Also, if you're on a bumpy patch of highway and you want to smooth out the ride, go from performance to tour and the bumps will become much softer after a few seconds.
