I had a problem with mine about 3 yrs ago, in that they would not pop up. They were repaired under warranty and the dealer had to replace the BCM.
Until yours is repaired, they can be lowered manually with the black **** by each headlight under the hood.

If you converted to hi-wattage euro lightsjust before this started happening, try putting the lights on high beam before you turn them off. For many this is a simple solution. I don't know why it works, but it does.

when you turn your head lights off also push the control arm as if your were turning ON your high beams.
I Have HID lights and that is what I have to do to make them go all the way down.

If your C5 is a late '02 or newer, the bulb outage warning circuitry will leave the popup headlamp door up if a bulb burns out. It's GMs way of telling you that a bulb burned out! Also if you added aftermarket bulbs and harnesses like I did, you need to place a load on both the drivers and passenger side circuits to simulate a good bulb. When I installed my H8 bulbs with higher wattage wiring I had to add a relay for the drivers side to simulate the bulb.
