There are sooooo many great tuners in this country, and many of the best are contributors to this forum. I would strongly suggest that if you are serious, I would spend a week or more researching this website. Many have gone before you and built every conceivable combination of engine/drivetrain/suspension and reading through their trials and tribulations would give you a great education.
Your question is appreciated, but much too broad to answer in one thread.
If you read some of the current post you will see that several of the tuners have H/C packages that are NA and run in the 10's, there are NA strokers that will soon be in the 9's, there are FI 346 cars with a shot running in the 9's it depends on what you want to spend and diff between a 10 second car and one running a 9.5 could be a lot of money--
I see you live in Ypsi. I'm here in South Lyon. You are fortunate to have a great shop and tuner very close. I would call Livernois Motorsports in Dearborn MI. Phone 313.561.5500. They are upgrading my twin turbo system right now. Livernois is a full service operation and worth a trip over there. As far as building a 10 second car they can do it no problem and have numerous ways to get you there N/A, forced induction, NOS, Stroker, etc. Also they are very good at tuning especially forced induction cars for maximum power and reliability. Give Greg or Joe a call, they will be happy to sit down with you and go over options and cost. Good shop and I have no problem giving them a referral.
I was happy with the tuning I had done at APE and know some guys who swear by their motors. They are in Clinton Township.
After reading your title I though, oh know, here we go again!
I would suggest the same as above, read as many posts as possible, also check out LS1tech.com I wouldn't however limit yourself to packages offered by local shops, they should be able to install packages from other companies as well. You may have to buy parts from Texas for instance and have them installed up here in MI
If you are thinking of spending that kind of money, a trip to the tuner shoot-out in SC this weekend might be a worthwhile investment. You can hob-*** with the best, and talk to alot of people with 9 and 10 second cars. Dipping into the 10s doenst seem to be that hard with the right head/cam/gear setup, getting to that "10 or faster" and being able to do it reliably with a non garage/track queen is a bit different.
The Tuner shootout is an excellent opportunity to see all of the different tuners offerings firsthand, and that's exactly why it was concieved!
Also spend some time visiting shops, and taking a ride in curent cars being built.
I would also be weary of somebody promising "as good or better performance" for considerably less money. There's a reason Turbo packages cost as much as they do, and if someone tells you they can do it for a lot less, something vital is usually being left out of the equation.

Agostino Racing Engines is only about 4 hours from the Detroit Area. As far as I know, they are the only shop in this area that does everything completely in house. They do all their own machining, engine building, and head porting. Most shops farm all that out and only do the final installation and tuning of their product.
ARE also has a dynojet in house with ls1edit to make sure your car is properly tuned, making the most power possible, and has proper street manners after they complete the install.
They built the fastest LS1 powered Fbody which ran 8.54 @ 167mph last year, as well as a C5 that ran 9.25 @ 155mph over two years ago.
