...I had been experiencing delayed headlite opening, but now they won't pop up at all and the HL don't come on either. I did some troublshooting and found the following:
If I jumper the low/high beam lites at the large connector (underneath the steering wheel) and they light up.
The maxifuse fuse ohmed good
I ohmed the Headlite Control Module connector under the RT headlite and it ohmed good but the (white wire) power portion of the connector (power to the module) is dead.
I swapped Headlite relays and I got power for about 2 secs to the headlites, just enough to close them, then it would not work again (yet the relay is still good as I returned it back to the truck release and it worked fine.
I'm suspecting the Multifuction Headlite Switch but can't find a good way to test it without going through the trouble of disassembling the steering wheel/SIR/trim just to find out its not the problem.
Make sure your battery connection is tight, this kept my lights from opening every time, they also blinked at idle. If you can turn your terminals (the cable) by hand, it's too loose. All fixed with tight terminals. Now don't over tighten, especially if you don't have a AGM battery because it can cause terminals to leak acid.
Corvettes are also sensative to good grounds (yes, there are several). Make sure you have good ground terminals from lights.
