One possible fix is to SLAM the door closed while holding the window button down. Do this a few times before you decide that it won't work. The motors have a tendency to corode if they aren't used periodically and slamming the door is sometimes enough to jar the brushes in the motor enough to find a clean contact point.
If that doesn't work then you will most likely need to replace the window regulator.

I had similar trouble where mine would not go up. It has limit stops in the door but when I stripped the whole thing out it was just the cables running stiff throughthe guides. I used a light oil spray and never had any trouble since. Mine is a 97'
