Default Wheel Weights

Hi All
Just purchased my first Corvette a 2004 Torch Red with Black interior, and Magnesium Wheels. It has 6700 miles and looks great.
I have a few questions.
1) The wheel weights are on the outside of the wheel. Is this the place they should be?
2) The front right rim has a few small chips, is there a fix for this?
3) What about adding horsepower that is inexpensive?

My weights are the stick-on type and were inset on the front side of the rim, not on the outside as older cars used to be. Discount Tire balanced mine and installed the tires. It's hard to find someone that will work with the Mag wheels tho. They chip very easily. I've heard there's ways to repair the chips, but haven't experienced it.

Mine has the weights on the outside of the rim on my 99.

Thats what are on mine. It would look cleaner if the weights were out of sight
