Has anyone done any reprogramming on the car? (Esp. using a Tech II)?

You can't shut yours off by hitting the reset button when the option is up on the DIC? When you have your DIC say "twilight on", you should be able to hit reset and have it say "twilight off"

Sounds like you have had some work done to your car and they have altered the BCM configuration. It can be changed using a TECH II.
If the dealer installed new programming or changed out the BCM, theres your answer. If not you may need it to be turned back on in the BCM
