I would suggest monitoring the "Voltage" on the DIC. With the engine off it reads battery volts, with the engine on it reads the charging system output voltage. This is a relatively simple diagnosis to determine the source of the voltage dip. After that, if you throw a meter on the air pump, which should only run on the first ignition cycle, and I've been told, only exists on a MN6 and not on the A4 (clueless why that is!), the air pump should have charged the receiver enough to get the lights up and down once, MAYBE twice.
