Default Headlights go up but not down???help

yesterday I started doing my HID projector retrofit in my stock housings. Everything is pretty much back together now and I cant get the headlights to go back down. They both go up fine. I did move the lights up and down several times by hand cranking but I dont see how that would effect the lights going back down.
I also blew a couple fuses the first time using my HID's since the stock 10amps werent enough. I replaced the fuses now high and low beams work fine.
I did notice a very faint pumping kind of sound which ran for a little while after turning the lights off. I located it and its coming from that box with 2 wire harnesses going to it under passenger side headlight. You can actually feel it to.
Any suggestions?

You have miswired the grounds. Check your schematics and correct the headlight ground problem and your headlight actuation system will work properly.

The only thing I did different was attached the stock low beam connector to the HID ballast (instead of the stock 9006 halogen bulb). The only thing is it seems in order for the HID's to work I had to attach the connector backwards to the ballast (polarities are opposite I guess?)
I will disconnect the connector from the ballast and put in the stock low beam halogens and see what happens.
Anymore input is appreciated.

id be willing to bet that the halogen low beams will make the headlights work fine but before you do that try this
turn on your lights (low beams) right before you turn them off switch to high beams and turn them off
they probably will work correctly with the high beams on
the same problem occured when you replace the factory lights with the daniel stern high wattage kit
something to do with the relays used probably the hid ballast flows voltage one way but because there is no filament on an hid light theres no way for the voltage to switch polarity like with a regular bulb
like i said turn your high beams on before you turn off your lights and chances are they will work properly
theres another thread somewhere on here that explains the problem in detail

Yup you guys are correct the housings go down as they should with the low beam halogen bulb attached. Now I just gotta figure out the fix for this. Dont any of you guys that switched to the plug and play HID kits have this problem?

Here is the story:

First off, I went through this with my HID's. The resistance is different than stock with the new lights. The sensor, that tells the doors to close, cannot read it properly when trying to close with the low beams on. I believe there is a way to build resistance into the line, or you can do it the easy way:

Flip your lights on high before you shut them off.
