Default B1001 Airbag problem

I've been helping a friend with some electrical issues with his C5s. He has a 2000 and a 97, both rebuilt wrecks. Unfortunately as we're in Australia we have no local support and no access to a Tech2 scanner.

We've worked through a lot of issues and we're just down to this one problem with the airbag system on his 2000. The airbags deployed on both cars, we replaced the airbags and put new SDM modules in both of them, on the 97 it added in straight off and no issues, on the 2000 its stuck on the B1001 code.

I've tested the resistance on the new airbags which have been installed and checked the accompaning circuitry and can't find any issues.

For history on this car, the PCM was also changed and from what I'm told a new one was purchased, put it in the car and it runs fine with no issues or codes. The airbag diagnostics for B1001 talks about the VIN number being programmed into the new PCM but the PCM replacement procedure doesn't mention this. From what I can gather unless the parts supplier programmed the PCM before it left the US which is unlikely then this probably hasn't been done so may be an issue - but apart from the B1001 the car runs fine and has no other codes.

For a test I put the original airbag module back in, car comes up with the code saying the module has been in a crash which is correct but curiously still has the B1001 problem.

The part number on the new module is different to the original, which we checked with the supplier and he says its the right part. Original part number was 09380090 and the replacement supplied is 12209730.

I'm wondering perhaps if the new module is for a 2000 car with the passenger side airbag disable switch, which this car doesn't have.

We're really stuck on this and would very much appreciate it if anyone has any ideas or can confirm that the 12209730 SDM is correct for a 2000 car without the disable switch.
