I have the same code coming up along with the Service Vehicle Soon DIC message. According to the service manual for my 98, after you hook up an OBDII and turn the steering wheel, the data you're looking for is a swing through +/- 2.5 VDC. It is a failure of the steering wheel position sensor. The fix is to replace the sensor. I ain't too crazy about ripping the steering column apart, and may end up letting my trusted Chevvy dealer take care of it.
If there are better suggestions / remedies out there, I'd love to hear them too.
