At 11.9 volts the battery is getting into the region where some car electronics will start to act funky. Headlights on for about half an hour should get the stock capacity battery to this point. At 11.0 volts, car electronics will definitely start acting funky. It'll probably still crank the car, but there's not much reserve left.
10.5 volts should be considered fully discharged for a starting battery. If terminal voltage drops below 10.5, the battery will experience a permanent reduction in capacity. So you don't ever want the battery to drop below 10.5 volts.
So with all that in mind, I'd say that seeing 11.9 volts from what should be a freshly charged battery is not a good sign at all. Sounds like a battery well on its way to going south. *But*, I'll caveat that by saying the voltages I've listed are those present at the battery terminals. If you have a high resistance ground somewhere in the circuit, the reading at the DIC may well be lower.
So check the voltage directly at the battery terminals with a multimeter and note if it is different from the voltage reported by the DIC. If it is more than a couple of tenths different, start looking for a high resistance ground problem. Otherwise, start shopping for a new battery.
