Okay, let's see if we may have something worth following up on, or just a random couple of incidents. Here is a poll to determine the prevalence of getting flashed at night for your lights, even when on low beam.
Almost every night, several times per night... Some people are just f'ing stupid and don't realize what HIDs are, they become like "a deer in headlights" and stare into them... Not my problem the idiots aren't looking straight ahead (if you do this, unlike actual high beams, the HIDs with not bling you...). Lately it's been pissing me off so much that I just high beam them back and they really freak out (and probably feel really stupid, too.)

I, however, might be willing to consider for a moment that it may also be possible that there is a real issue...

Oh, and yes, that of course is the exact same 49 CFR that I got grief for from Itshervette or some such. I hate to be wrong, but when I am, I readily admit it.
Why would you look in the hazardous materials transport regs 49 CFR for information about a car? The onlything in there is the shipping classification for airbags or cars with fuel in the tanks.
I currently have a Lexus RX330 and have never been flashed...It has automatic leveling HID headlights. Prior to that I owned an Audi A6 with non-auto leveling HID's and got flashed all the time.
My C6 is on order. Are the C6 HID's auto leveling?
As long as we are on the subject. What does "automatic exterior lamp contorl" means? It's on Corvette GM's Web site: "Headlamps xenon, high intensity discharge, with automatic exterior lamp control."
HID headlights meet current federal standards and attribute the complaints about them to a tendency for drivers to stare at the lights’ distinctive blue-white hue.
Not my problem. When I see HIDs coming at me I just focus away from them. They've been out long enough where everyone in the US should know what they are... think about it, if the person flashing you knows what HIDs are (and there's a 99% chance they do), then they are just flashing to basically **** you off and say, "your headlights are too bright for me to stare at..." - this, in my opinion, makes them an inconsiderate mor0n. The other 1% of people who flash you because they don't know what an HIB beam looks like, well, after you flash them back with your highbeams, they should get the picture. Besides, a normal highbeam is 10x more blinding than an HID lowbeam...
So my point is, if you know what HIDs are, and what they look like, why the hell would you flash the oncoming car?!?!?

I interpret that (could be wrong) to mean the majority of cars have well adjusted lamps, but that up to one in five may need to be adjusted...
OR
It could also mean only 20% of C6 drivers are paying attention to the multitude of geezers out there who are having difficulty acclimating to HIDs coming at them...
I think it has more to do with how wide the light pattern is more than mis-adjusted (height) lights. Then again, I don't know what I'm talking about, so I'll just keep flashing them back.
