My 05 has them but I think it is because one of the wheels was replaced because of dealer curb rash, and someone used the wrong size socket and ruined the lugnuts on the replaced wheel
Then they put the package for the locking lug nuts in the car with the ruined lugnuts!

According to my dealer, GM covers the cost of the locking lugnuts in the reimbursement payment to the dealer for pre-delivery prep. If you don't get them, complain loudly to the dealer GM !

I forgot to mention, the dealer is supposed to install them prior to delivery or, put them in the glove box. Either way, you are supposed to get a set free. Or, look at it this way, the locking lugnuts cost approx. $50,000. The car comes attached to them.

Mine didn't come with them either but when I did the chrome exchange, they came as a $20 upgrade. Unfortunately, those ones were easily removed with a 6-point deep well socket. The brand I have on mine now prevents that. I thing the $20 ones were like 5 sided or something but like I said, the dealer lost the key and I got them off with a 6 point deep well impact socket and a rachet.

As someone who walked outside to find my truck on blocks with the wheels stolen about 3-4 months ago, I can definately say - big mistake.
I never thought it would happen to me - I live in a pretty good area and my apartment building has a garage w/ a gate, plus my wheels weren't really that valuable.
