If it really only costs 28K, that only counts what it costs to build the car, parts and labor. It doesn't count the billion dollars or so to build the factory, install the assembly line, or the costs to design and engineer the car or the factory. If GM "makes" 10k per car, they still have to sell 100,000 cars (3 years production) before they ever make a dime on their investment.
