About 60% of the time, when below 1/4 tank, Fueling stops at about half, and will not take any more. I know the saddlebag tank design is at fault. I have tried starting the car (turning on scavange pump) and if I fuel REAL slow it will take it all and fill up. Is anyone else seeing this, and what fixed it?

Not sure what year your car is, but my 07 has never had an issue filling at any fuel pump and always clicks off once at full....
Might be a problem more specific to your car than the saddlebag system as a whole. I have read that others had the problem but a trip to the dealer corrected it.
i'm having the same issue, its happened at least 4 different times at 2 different gas stations. i think ive actually put gas in about 15 times. i'd like to know the cause also. For some unknown reason it hasnt happened at the gas station that ive been going to lately

35 tanks of gas so far, and no problems - until today (With two fill up posts on the forum no less!). But I'm pretty sure today was the gas station's issue. Pump was maxing out at about a gallon per minute.
I fill up with the pump at "full throttle" - it's painful enough watching the amount get up to $50... no need to make that experience go any slower!
I doubt the duel tank design is at fault or we'd all have the problem. I've never had a problem on my C6 or my C5. The thread posted above does give some good insight into this.
Our saddle bags are equipped with a large diameter hose that bridges the two tanks together near the top. When the drivers tank is approaching full, the fuel flows to the passenger side tank through this large hose. The scavenger pump is not needed when filling the tanks, only when emptying them.
The problem with a gas pump cutting off before filling the tanks is more than likely due to the auto shut off mechanism being more sensitive to back-pressure than other pumps. Try a different pump / station, or pumping at a slower rate.
No issues with filling up either my '06 or the '08. If the gas station has a "monster pump", I could see it shutting off because of excessive splashing from the nozzle.

If $50 freaks you out, don't get a diesel truck. I can't even fill mine up with a credit card purchase if it is below a 1/3 tank. The station I use maxes out credit card approvals at $75.00. If I am near empty, it would take over $115. to fill my truck.
I have the same problem with my 08, but did not have the problem with either of the 05's I had (or C5s). The key is how I hold the nozzle. It will fill up, it's just a pain in the ***.

Once in a great while I have seen this problem on both my C5Z and C6Z. Just a matter of dispensing at a somewhat slower rate and holding the pump nozzle at a different angle to resolve the transient problem with that pump filler hose nozzle.
I believe it's the pumps and not the car. I filled from 1/4 tank, expecting 12 to 13 gal. till full. Pump shut off at 4.5 gals. Here in Northeast we have new rubber boots, on nozzles appearing for vapor control. I lifted the boot by 1/4 inch and filled to 12 gals.
Some stations are different than others. I have had this problem a couple of times on my 08. While filling try rotating the filler handle towards the 3:00 o'clock position... see if that helps... it did for me.

That's just painful to hear! I was listening to someone at the station talking to the person at the counter - they were talking about their respective commutes, and his was about 100 miles... each way! Then I watched him walk out to his full size, V8 Ford truck! Ouch!
