looking at a used 07 cpe photos, looks like stock front plate frame ..is there holes in the bumper..?

Shouldn't be if it was applied correctly.

GM mount has three adhesive discs.

Is it cheaper to order the front plate holder from a dealer or a GM parts outlet?

If you really have to use a front plate holder, you might want to consider the "GM Body Colored Front License Plate Bracket" from Gene Culley:
