Actually, the coolant is flowing through the heater all the time, regardless of the thermostat being open or closed. It puts out heat very quickly.

A 160° T'Stat doesn't result in 160° coolant temp. but even if it did 160° water is hot enough for your heater to function.

Ever check the temperature of the hot water from your home hot water heater? I'll guaranty it isnt 200°.

This doesn't mean that it is hot enough to keep you warm on a cold day. Heat is being transferred to the outside. The heat lost may be greater than the heat gained.
