I "think" Tom Slick got his from the same place I got mine .... Custom Center Caps. They are a forum vendor. Roger and his brother do nice work. They are the ones that made my one-off center caps as well.
Polishdude - did you ever put the flags on? I think they would look good!

Given the blue and black theme that you've got going on, I think that these would look good on your car. I am prepared to install the VR side of the flag emblems on my car this spring to color match the rest of the car...If you at some point you decide you don't like them, you can always change back.....
I just put the 2009 chrome surround emblems on my 2007 today. I absolutely destroyed my old ones. Used a heat gun, got a huge blister on my thumb as well. Believe it or not, the 2009 emblems are much cheaper than replacement 2007's.
I definitely think you should install them. However, if you have that kind of talent, I would consider doing the same thing but instead of the checkered style on both sides, go ahead and do the actual correct emblem with flag on one side and fleur de leis (If that's how you spell it) on the other side. Instead of using red, use the blue. Those look great!!! Here are mine:
