There is another take on this whole situation that I was just reminded of when reading our local paper this morning. Law enforcement uses these small infractions to make traffic stops that then enable them to look for other criminal activity.
For example, locally we have just made three drug busts. I live in a small town so this is a lot for us. The first one because the license plate light was out and the second one because a passenger flicked a cigarette out the window. Both cases yielded many pounds of drugs. A third bust was triggered by a small child waving at an officer out the back window of the vehicle. Again, a drug bust was made because of the stop due to the child not being properly restrained within the vehicle.
So even though I wouldn't appreciate being pulled over for such a petty infraction as a license plate frame, I guess it can serve a useful purpose from time time. Hopefully, as would be the case with most people, once the officer determined that we were not involved in any other criminal activity, they would just cut us some slack with a warning.
The amount of times that happens is insignificant.....they also use it so they can give you multiple petty tickets, like a taillight bulb that`s out and things like that. In nyc we had for sometime, something i used to call kgb stops when mayor guiliani was in office, and that`s what they would do. Set up random checkpoints using that excuse of catching "real criminals" but would use it as a way of giving seat belt tickets etc. To generate revenue. A nice way of telling you that it was for your own good!!! I don`t believe it for a minute...........

If anyone has an Illigal plate on there car uyou must leave your drugs at home. This way its just a ticket not an incarceration. So either remove the frame or keep drugs home. If you are transporting drugs maybe keep a screwdriver in car for quick frame removal. Just trying to help.

What?? If an officer want's to stop you. He WILL find a reason. My son was stopped a few years ago for having a "cracked windshield". Sheriff's patrol came up from behind at night on country road and did his "red and blue light" song and dance. Made him stand in 25 degree temp (would not allow him to put on his coat that was in pass. seat) while they searched my truck. When they finally realized they were looking for a Chevy, occupied times 3 and not a Ford truck with only a driver, and search was negative, gave him the citation. The crack was 2 1/2- 3" and 2" above wiper blade, barely visible from front. No way could it be seen from the rear by a following vehicle at night. What's next? Searching your house and grounds cause you spent Sat. detailng your Vette and didn't mow the yard in violation of local zoning ord. People that are willing to give up theirs and MY civil rights to further the "greater good" get my goat (and I'm not referring to the '06 in my garage)...
They did a article on this mornings local news warning people that NY state police are giving tickets for license plate frames which are illegal in NY. This includes dealer frames, custom frames etc!! Fines are $25dollars plus a $85 state surcharge! Guess that's one way of helping a State that is financially in trouble..
Not to interrupt the rants, but I looked at the article and it was for a dealer plate frame that obscured part of the plate. You can have any frame you want, just don't obscure the plate. As far as I know, obscuring the plate in any way is the law in every state. The lady who got the ticket has 24 hours to correct it and it will be dismissed according to the article. Nothing seemed overly outrageous to me.
