Yes, when these programming procedures are done, you are basically getting the car into the programming mode and then telling the car that it should recognize only the fobs that are going to be put into the slot during this session.
No, the DIC should be blank until the five key turns are detected. I don't think that you are missing anything obvious. If I walk out to my car in the garage right now, all I have to do is walk up to the trunk and put the key in and turn it five times and the DIC will respond. I am thinking that for some reason, the key switch signal is not being received by the computer. The switch signal is a simple grounding of that tan wire that is shown in Bob's pics. My next thing to try would be to intercept that tan wire and try grounding it five times or a few more and see if the DIC will kick in. The next step after that would be to follow that wire all the way to the computer and look for a lack of continuity in that circuit.
Well I tried again today and still no luck. I confirmed that there was power to the switch and grounded it the 5 times. I did this a number of times and no message on the DIC. Does anyone know where this tan wire ends up? I don't really want to tear apart the interior tracing the wire so if I can find where it connects I may be able to check it there. I guess its time to go to the dealer and get them to program my new key.

I'm not aware of any power going to the switch that is necessary for this...just grounding that tan wire. It looks as if something is wrong that is beyond our ability to help with, and a trip to the dealer is probably the last alternative at this point.
If it were me, I would want the dealer to repair my car so that the system works correctly, but they can also just use the Tech II machine to force the programming of this one fob and leave the car in its present state. Good luck with it and let us know what happens...
Well, I gave up and had the dealership program the new fob. Works fine now I have a spare fob!
While I was at the dealership it occured to me that the Window Valet that I have plugged into the OBD port may have contributed to this problem. I may unplug the valet and see if I can get the FOB programing status.
It will be interesting to see if the window valet is involved...as it is a device on the GM LAN and I suspect the trunk key switch is also. Be sure to let us know....
Did the dealer use the TECH II or did they manage to get the car into the program mode the old fashioned way?
I have a FOB programming problem also, but it differs from those already mentioned in this thread.
I have 4 FOB's. All are programmed...were programmed. One day I was having problems and assumed that the FOB batteries were in need of changing...I have an '05 manual transmission...and have not changed the FOB batteries ever.
After changing the batteries on two of the FOB's...#1 & #2...I went through the FOB programming procedure in the owners manual...I thought I would have to reprogram them once the battery was changed...from what I've read on other forum posts that was not necessary.
Anyway, FOB #1 & #2 would not program...I followed the procedures, etc. FOB #3...which I didn't change the battery on, didn't work period. FOB #4 works fine, and is currently my only working FOB. After re-reading the owners manual and factory service manual FOB programming procedure, I tried again.
This time I got a message that said "MAX # OF FOB's PROGRAMMED", or something to that effect...it was a while back...so I don't remember the exact verbiage. I tried multiple times and kept getting the same message. This is the point were I quit trying.
I have not tired the car battery disconnect approach of trying to erase the ECM memory.
The factory service manual mentions 3-4 ways of doing the FOB programming procedure...the last one requires a trip to the dealer so they can break out the TECH 2.
All of the un-programmed FOB's will allow me to start the car, when placed in the glove box slot.

When you use the short programming procedure, all it will let you do is to add new fob numbers, up to and including #4. Once the car has had a #4 fob programmed, it will not let you add fobs.
If the #4 fob is the only one that will work, you will need to reprogram all of them if you want to have more than one fob. This will require the long procedure.
You did not need to program any fobs when you changed the fob batteries.

You will be fine and no need to go to the dealer. The first post in this thread, back on page 1, is my programming instructions for both the short and the long procedure. You are doing the short procedure correctly and the DIC is saying "Max Fobs Learned". You need to now do the LONG procedure from that same post. Follow the steps carefully and precisely and you can have all four fobs working perfectly.
If the fob that you changed the battery in has a problem, it may be that the battery is installed upside down. In this case it would not work normally, but could still start the car from the slot. Check the battery and you may not have to re-program at all. A new fob battery does not mean that re-programming is necessary. Hope this helps...

If you are talking about the metal key that opens the trunk and the glovebox, then, no, you cannot program a fob yourself. The metal key is required. The dealer can force program a fob for you or you can have the dealer cut you a metal key from the VIN number. I would expect that the cost of these two options would be similar.

I have a 2006 z06 and it will not go into programming mode. I've tried all the tricks on this thread. I checked the switch and everything. The local dealer said it takes hours and would cost me atleast $100 to program it. I said no thanks and left. Any resolve this issues of not being able to get into program mode?
I don't have any more suggestions than are in this thread. The dealer can program a fob using the TECH II and the instructions in the service manual in a matter of a few minutes. I would think that one hour labor would be a maximum charge for this. This assumes that the technician is familiar with the procedure.
I would also use the search function here as there have been a number of threads about kicking the car into program mode. Some people have some techniques that work for them, even though their steps are not in the manual. If the car is a european model, it WILL NOT go into program mode...we found this out after much back and forth.
